[indent][indent][align=center][align=center][color=red][b][font=宋体][size=15pt]北京粮票简介[/size][/font][/b][b][size=15pt][/size][/b][/color][/align][/align][align=center][align=center][font=Times New Roman] [/font][/align][/align][font=宋体][size=14pt]北京市历史悠久，人口众多。千百年来粮食供应问题时时困扰着历代政权。市场有粮则稳，无粮则乱的规律在北京这一大型城市表现得十分充分。粮源充裕，粮市兴旺，则政权稳定；粮源紧缺，粮市萧条，带动物价上涨，百业凋蔽，则很快影响到社会安定。历史上，元末、清末、日伪统治时期、国民党政权后期莫不如是。一旦粮源不济，粮市紧张，就必须严防囤积居奇，采取限量供应办法，其中，发放票证控制销量就是首选。以上几个时期就都曾发放过票证：元代的“红贴”，清朝的“米票”，日伪统治下的“混合面票”，民国时期的“京师公益联合会救济户米证”，“北平市民食配购证”、“北平市民食配购票”。以上是解放前旧京粮市票证。[/size][/font][size=14pt][/size]

[font=宋体][size=14pt]新中国成立后，随着工农业生产的恢复和就业范围的扩大，城乡人民生活水平提高很快，细粮销量大增，到[/size][/font][size=14pt][font=Times New Roman]1953[/font][/size][font=宋体][size=14pt]年第二季度，因小麦未能按计划调入，面粉库存减少到不足三天销量，私营不法粮商又套购向相邻价高地区倒卖牟利，加剧了市场紧张。为防止细粮脱销引起市场混乱，中央和华北局很快批复了北京市委《关于实行面粉计划供应的初步意见》的请示。从[/size][/font][size=14pt][font=Times New Roman]11[/font][/size][font=宋体][size=14pt]月份起北京实行面粉计划供应，“北京市面粉购买证”也在此时诞生。“面粉购买证”分为[/size][/font][size=14pt][font=Times New Roman]1[/font][/size][font=宋体][size=14pt]市斤、[/size][/font][size=14pt][font=Times New Roman]4[/font][/size][font=宋体][size=14pt]市斤、[/size][/font][size=14pt][font=Times New Roman]8[/font][/size][font=宋体][size=14pt]市斤、[/size][/font][size=14pt][font=Times New Roman]10[/font][/size][font=宋体][size=14pt]市斤八种，因当时市粮市局尚未成立，由北京市商业局印发。这是粮市统购统销阶段北京最早的粮票。[/size][/font][size=14pt][/size]
